Border Force Apprehended 212 Illegal Migrants During Vessel Interceptions and Landing

Providenciales, Turks and Caicos Islands – Tuesday, 3 September 2024:  During the weekend of 17th – 19th August  2024, TCI Border Force apprehended 212 illegal migrants following the interception of four (4) vessels by the Marine Branch and one (1) landing. The apprehended migrants, who were of Haitian and Jamaican nationality, were taken into custody and transported to the detention centre for processing. The successful interceptions have provided valuable intelligence to aid ongoing investigations into human smuggling networks operating in the Turks and Caicos Islands and neighbouring countries.

Illegal immigration poses a severe threat to the Turks and Caicos Islands, including the potential for increased crime, strain on public resources, and the exploitation of vulnerable individuals. By preventing clandestine entry, the TCI Border Force plays a crucial role in protecting the integrity of the nation’s immigration system and ensuring the safety and well-being of its residents.

In addition to the human smuggling aspect, a large quantity of cannabis was uncovered and seized. The TCI Border Force strongly warns individuals against entering the Turks and Caicos Islands illegally or importing controlled substances. Under the Customs Ordinance, individuals convicted of drug smuggling face significant penalties, including imprisonment for up to 2 years and/or a fine of up to $50,000 and the seizure of property.

The public is also reminded of the severe penalties associated with harbouring illegal migrants or facilitating their entry into the Turks and Caicos Islands under the Immigration Ordinance. Those found guilty of these offences face fines of up to $20,000 and imprisonment for up to four years.

These interceptions were part of a series of recent enforcement actions conducted by TCI Border Force in collaboration with RTCIPF, TCI Regiment, and our international law enforcement partners. These efforts demonstrate the TCI Border Force’s ongoing commitment to combating illegal immigration and the trafficking of controlled substances.

Commenting on the events, the Minister of Immigration and Border Services, Honourable Arlington Musgrove, stated, “We commend the efforts of the TCI Border Force along with RTCIPF, TCI Regiment, and our international law enforcement partners, namely the Royal Bahamas Defence Force and the US Coast Guard’s involvement in these crucial operations. This joint law enforcement activity demonstrates the importance of securing our borders and keeping our communities safe”. “This successful operation is a clear reminder that illegal activities that threaten the peace and security of our islands will not be tolerated. Due to the hard work and vigilance of my officers, there will be 212 less illegal immigrants roaming the borders of the Turks and Caicos Islands.

Honourable Musgrove further emphasised that the TCI Border Force’s dominance is a cornerstone of the nation’s defence: “Our strength as a nation depends on the vigilance and superiority of the TCI Border Force, whose proactive approach continues to safeguard our people. We will not relent to defend our shores from those seeking to breach our laws.”

The Director General, Emilio Seymour, would like to commend Border Force officers for their professionalism and dedication to duty. Their actions have demonstrated our vision of “Safeguarding our Borders and the Nation’s Prosperity.”

Multi-Agency Enforcement Action Conducted in Lower Bight

Providenciales, Turks and Caicos Islands — The Informal Settlements Unit (ISU), in coordination with the Planning Department and key partner agencies, conducted a multi-agency enforcement exercise on Thursday, May 7, 2026, in the Lower Bight area in Providenciales. The exercise resulted in the complete removal of a total of eight (8) unauthorized structures and all associated debris from a privately-owned parcel of land.

The operation was led by the Planning Department, with coordination by the ISU and support from the TCI Border Force, the Crown Land Unit, and Pelican Energy.  Security for the exercise was provided by the Royal Turks and Caicos Islands Police Force. All agencies worked collaboratively to ensure the exercise was carried out in a safe, orderly, and controlled manner.

The enforcement action followed a structured and lawful process in accordance with the Physical Planning regulatory framework of the Turks and Caicos Islands. Section 45 Enforcement Notices were first issued on the affected parcel in December 2024, identifying unauthorized structures erected without the requisite approvals. This was followed by the issuance of Warning Notices on April 16, 2026, which advised occupants that they were in breach of planning and land use regulations and provided notice that demolition activities would proceed following the prescribed compliance period. Despite these notices and the time afforded for compliance, the unauthorized structures remained in place.

This exercise represents part of an ongoing commitment to ensuring that development within the Turks and Caicos Islands is lawful, safe, and aligned with national standards.

Former Cuban Leader Raul Castro Indicted in U.S. Over 1996 Shotdown

USA, May 22, 2026 – Nearly 30 years after one of the deadliest confrontations between Cuba and the United States, the U.S. government now wants former Cuban leader Raúl Castro brought to American soil to stand trial over the 1996 shootdown of two civilian aircraft.

To make that happen, U.S. prosecutors formally indicted the 94-year-old former president and longtime defense minister on May 20, accusing him of helping direct the military operation which killed four men connected to the Miami-based humanitarian group “Brothers to the Rescue.”

The indictment was announced by Acting U.S. Attorney Hayden O’Byrne in Miami and includes charges of:

  • conspiracy to commit murder,
  • destruction of aircraft,
  • murder of U.S. nationals,
  • and murder in international airspace.

Also named in the indictment are former Cuban Air Force chief Rubén Martínez Puente, pilots Lorenzo Alberto Pérez-Pérez and Francisco Pérez-Pérez, along with several senior Cuban military officers accused of participating in or authorizing the mission.

U.S. officials allege the Cuban fighter jets deliberately targeted the unarmed civilian planes while they were flying in international airspace on February 24, 1996. Cuba has long insisted the aircraft repeatedly violated Cuban airspace and posed a national security threat.

The attack killed Carlos Costa, Pablo Morales, Mario de la Peña and Armando Alejandre Jr., all linked to the anti-Castro exile group which conducted flights searching for Cuban migrants at sea.

While Castro is highly unlikely to ever appear in a U.S. courtroom, the indictment signals Washington’s renewed hardline posture toward Havana and reopens painful wounds from one of the Cold War era’s most controversial incidents in the Caribbean region.
