The ‘Good, Bad and Ugly’ reality of TCI Statutory Boards, Report revealing

Providenciales, Turks and Caicos Islands – March 6, 2018 – Thirteen statutory boards were a part of a recent review commissioned by the Turks and Caicos Islands Government and the best and worst of the lot were identified by the consultant hired to do the job.

Stephen Turnbull is the former UK-appointed Chief Financial Officer for the Turks and Caicos Islands and his 24-page report, which was presented to the Governor and Premier on January 24, 2018 gives some eye-popping data.

The best of the boards were identified as the Financial Services Commission (#FSC) and the National Insurance Board (#NIB) with the FSC being the only board with a risk management strategy.   

The worst of the statutory boards was a more shocking list because it included the board managing the country’s leading industry, the board managing tertiary education and the board overseeing the airwaves.

The Tourist Board, the Community College Board and the Telecommunications Commission were all put in the ‘running badly’ category.   

Among the characteristics of a board functioning badly were laid out in a press conference last Thursday where the Governor, His Excellency Dr. John Freeman shared this could mean from badly structured meeting agendas, to meetings that focused hardly or not at all on the more important responsibilities of the board, to there being weak qualifications or completely unqualified leaders or inflated compensations.

Making the ‘ugly’ category were three other boards, one of which the Turnbull Report recommended should be completely dissolved.

The National Health Insurance Board is by far the most problematic board for the country.  In fact, it was the financial hemorrhaging of the health care plan which in 2016 prompted the review.  Turnbull recommended a dissolution of the #NHIB.

The National Trust and the Ports Authority are the two others which make the ‘ugly’ category as they were identified to be, among other things, ‘too large’.

The ‘vast majority’ of the recommendations in the Turnbull Report have been accepted over two meetings by the Turks and Caicos Cabinet.  The idea of scrapping the NHIB was not accepted at Cabinet and so were the suggestions to return the responsibilities of the TCI Tourist Board back to Tourism and the Community College back to Education.

The Governor and Premier vehemently resisted that the Report will lead to a dismantling of the statutory boards, instead there are string of meetings which will now happen.

Government Ministers responsible for the 13 boards reviewed will have meetings, the recommendations will be discussed in those meetings and a way forward will be determined.

The Premier said the review and subsequent actions are all in the name of good governance and reducing financial risk through the establishment of best practices.

Multi-Agency Enforcement Action Conducted in Lower Bight

Providenciales, Turks and Caicos Islands — The Informal Settlements Unit (ISU), in coordination with the Planning Department and key partner agencies, conducted a multi-agency enforcement exercise on Thursday, May 7, 2026, in the Lower Bight area in Providenciales. The exercise resulted in the complete removal of a total of eight (8) unauthorized structures and all associated debris from a privately-owned parcel of land.

The operation was led by the Planning Department, with coordination by the ISU and support from the TCI Border Force, the Crown Land Unit, and Pelican Energy.  Security for the exercise was provided by the Royal Turks and Caicos Islands Police Force. All agencies worked collaboratively to ensure the exercise was carried out in a safe, orderly, and controlled manner.

The enforcement action followed a structured and lawful process in accordance with the Physical Planning regulatory framework of the Turks and Caicos Islands. Section 45 Enforcement Notices were first issued on the affected parcel in December 2024, identifying unauthorized structures erected without the requisite approvals. This was followed by the issuance of Warning Notices on April 16, 2026, which advised occupants that they were in breach of planning and land use regulations and provided notice that demolition activities would proceed following the prescribed compliance period. Despite these notices and the time afforded for compliance, the unauthorized structures remained in place.

This exercise represents part of an ongoing commitment to ensuring that development within the Turks and Caicos Islands is lawful, safe, and aligned with national standards.

Former Cuban Leader Raul Castro Indicted in U.S. Over 1996 Shotdown

USA, May 22, 2026 – Nearly 30 years after one of the deadliest confrontations between Cuba and the United States, the U.S. government now wants former Cuban leader Raúl Castro brought to American soil to stand trial over the 1996 shootdown of two civilian aircraft.

To make that happen, U.S. prosecutors formally indicted the 94-year-old former president and longtime defense minister on May 20, accusing him of helping direct the military operation which killed four men connected to the Miami-based humanitarian group “Brothers to the Rescue.”

The indictment was announced by Acting U.S. Attorney Hayden O’Byrne in Miami and includes charges of:

  • conspiracy to commit murder,
  • destruction of aircraft,
  • murder of U.S. nationals,
  • and murder in international airspace.

Also named in the indictment are former Cuban Air Force chief Rubén Martínez Puente, pilots Lorenzo Alberto Pérez-Pérez and Francisco Pérez-Pérez, along with several senior Cuban military officers accused of participating in or authorizing the mission.

U.S. officials allege the Cuban fighter jets deliberately targeted the unarmed civilian planes while they were flying in international airspace on February 24, 1996. Cuba has long insisted the aircraft repeatedly violated Cuban airspace and posed a national security threat.

The attack killed Carlos Costa, Pablo Morales, Mario de la Peña and Armando Alejandre Jr., all linked to the anti-Castro exile group which conducted flights searching for Cuban migrants at sea.

While Castro is highly unlikely to ever appear in a U.S. courtroom, the indictment signals Washington’s renewed hardline posture toward Havana and reopens painful wounds from one of the Cold War era’s most controversial incidents in the Caribbean region.
