TCI leading; seeking British approval for border security modernization through CARICOM

#Providenciales, November 20, 2018 – Turks and Caicos – Two significant signing sessions signal two giant steps for the Turks and Caicos Islands in activating the newest security measure in border control.  Advanced Passenger Information System, better known as APIS is cutting edge and already over 87 million passengers worldwide have been processed using the system which aims to thwart travel by terrorists.

Now, the Turks and Caicos Islands with legislation enacted in 2017 and consultation and training started in 2018 is well positioned to embrace one of the most advanced border control security systems in the world, according to the country’s Deputy Premier, Hon Sean Astwood.

“The training workshop included the Police, Immigration Department, Airports Authority, Computer Department, Customs, Maritime and Ports Authority.  External partners that have been consulted or participated in training included marine operators, cruise lines, airlines, shipping companies and freight forwarders.”

The workshops were facilitated by the Joint Regional Communication Center (JRCC) based in Barbados; the regional manager supports developing the right environment for APIS and it charts the roadmap to instituting the best international practices and engendering stakeholder synergy.

The U.S. Department of Homeland Security’s fact sheet on APIS says it is “A new pre-departure Advance Passenger Information System (APIS) requirement allows the Department of Homeland Security (DHS) to review passenger information prior to boarding for commercial flights arriving into or departing from the United States and for commercial vessels destined for or departing the United States.”

On Monday, Turks and Caicos Border Control Minister, Deputy Premier Sean Astwood announced the signing of a Memorandum of Understanding between the TCI and the United Kingdom which will permit information exchange with CARICOM, which as a group is agreed to sign onto APIS.

“With the signing of this MOU, the United Kingdom Government formally grants consent to the TCI for the sharing of intelligence among Member States of the Caribbean Community.  This morning, I am proud again to state that the signing of this memorandum is a significant and important step to achieving and realizing the full implementation in the APIS in the Turks and Caicos Islands and by extension, improved security for our region.”

The DP explained that APIS, essentially allows Border Control to focus on more high risk passengers and will actually speed up border security processing for low risk travellers.

It was in May 2017 that Deputy Premier Astwood signed the first commitment of the Turks and Caicos to APIS; it was a pioneering step for Caribbean region OTs.

“…making the Turks and Caicos Islands the first CARICOM Associate Member country amongst the six British Overseas Territories to sign onto the Advanced Passenger Information System, the signing marked an historic occasion as the Turks and Caicos embarked upon a path of modernizing our boarder security regime through the cooperation between the United States of America and Caribbean counterparts.”

DP Sean Astwood flanked by the Governor, Premier and officials representing the Royal Turks and Caicos Police, Customs and Immigration Departments expects APIS to add to increased hospitality at the airports in particular.

“This would add value to the processing of our tourists and allow us to maximize our staff at the airport in particular and improve guest experience,” said the Deputy Premier who also explained that APIS would build an invisible but tangible information bridge between border control agencies namely: Immigration, Customs, Police, Agriculture and Health and Safety making processing smarter and faster.

“Different agencies frequently operate their own automated systems for passenger processing without any sharing of information.  This strict division of responsibility between the agencies means that passenger processing is often unnecessarily prolonged.  APIS will bridge and consolidate critical information that can be shared between agencies.”

At the Office of the Premier in Providenciales, the MOU was signed by His Excellency, Dr. John Freeman who is the UK appointed Governor and Premier of the islands, Hon Sharlene Robinson.

Turks and Caicos Islands Students Excel at Cycle 13 WizdomCRM Regional AI Game National Awards Ceremony

Providenciales, Turks and Caicos Islands – Wednesday, 22 July 2026:  The Ministry of Education, Youth, Sports and Culture proudly congratulates the students of the Turks and Caicos Islands on their outstanding performance at the Cycle 13 WizdomCRM Regional Virtual Sustainable Stock Market AI Game National Awards Ceremony.

The ceremony was held on Thursday, 16 July 2026, at the Blue Haven Resort, under the theme “Champions Today. AI Leaders Tomorrow.” It was hosted by the Ministry in collaboration with WizdomCRM.

Students across the Caribbean took part in the investment challenge, each beginning with a virtual portfolio of USD $25,000 and working to grow it through simulated investments on regional and international stock markets. Throughout the competition, students were guided by Mr. Rabbit, WizdomCRM’s AI Tutor, and supported by E-Classroom sessions, building financial literacy, critical thinking and investment skills.

The Turks and Caicos Islands emerged as the region’s top-performing territory, claiming the top six regional positions, securing 14 of the Caribbean’s Top 20 places, and placing four schools on the regional leaderboard. Leading the region was Marc Roubentz-Perceus of TCIPS Comprehensive High School, who grew his portfolio to USD $370,336.63. He was followed by Joshua Creese of Raymond Gardiner High School in second place, and Stendro Chalas of TCIPS Comprehensive High School in third. Raymond Gardiner High School was also recognised as the Top School for Cycle 13.

Hon. Rachel M. Taylor, Minister of Education, Youth, Sports and Culture, said: “I congratulate every student who took part in Cycle 13. You

have demonstrated the confidence to compete with the very best students regionally, and you have shown our country what is possible. This success is not luck; it is the result of an ecosystem built by students, teachers, parents, school leaders and partners who continue to invest in educational excellence. As we look ahead, the Ministry is in active discussions with WizdomCRM to expand access to its AI-powered learning tools, including Super AI, the AI Tutor, the Plagiarism Checker and the Grammar Checker, so that our young people are equipped with the future-ready skills they need to succeed.”

The Ministry extends sincere appreciation to the dedicated teachers who mentored the students, and to Rubis Turks and Caicos, whose sponsorship provided the cash prizes awarded to the top three regional champions. The Ministry also thanks WizdomCRM, participating schools, parents and stakeholders for their partnership in this achievement, which reflects the Ministry’s continued commitment to innovation, digital learning and youth development across the Turks and Caicos Islands.

Six Unauthorised Structures Demolished During Multi-Agency Planning Enforcement Operation

Providenciales, Turks and Caicos Islands – Friday, 17 July 2026: The Planning Department, with support from the Informal Settlements Unit (ISU), and the Crown Land Unit conducted a coordinated enforcement operation on Thursday, 2 July 2026, resulting in the demolition of six unauthorised structures on private property at Block and Parcel 60502/48. Security for the operation was provided by the Royal Turks and Caicos Islands Police Force.

The enforcement action followed the issuance of an Enforcement Notice by the Planning Department on 29 January 2026, advising the persons responsible for the structures that they had been erected without the necessary planning approval and were required to be removed. Following the expiration of the compliance period, a multi-agency operation was organised to carry out the demolition.

Before demolition activities commenced, personnel conducted a comprehensive inspection of the site to confirm that all structures were unoccupied and free of gas cylinders or other hazardous materials. These precautionary measures were undertaken to safeguard the welfare of both the enforcement teams and the public while ensuring the operation was carried out safely and efficiently.

Upon completion of the exercise, participating agencies returned to Police Tactical Headquarters for a debrief, marking the successful conclusion of another coordinated enforcement effort.

The Government of the Turks and Caicos Islands reminds members of the public that all construction activities must receive the appropriate planning approvals before work begins. The Planning Department will continue to work alongside its partner agencies to enforce the Planning Ordinance, promote orderly development and ensure that construction throughout the Islands complies with the applicable laws and regulations.

Members of the public are encouraged to familiarise themselves with the planning approval process and to seek guidance from the Planning Department before undertaking any development to avoid enforcement action and loss of money invested.

DDME’s Hurricane Hunt Scavenger Hunt Sparks Community Spirit and Storm Preparedness in Providenciales

Department of Disaster Management and Emergencies: Providenciales, Turks and Caicos Islands — Fifteen teams raced across Providenciales on Saturday July 4th for the inaugural DDME Hurricane Hunt, a community scavenger hunt designed to combine friendly competition with hurricane preparedness education.

Teams were given a bag of supplies and 15 cryptic clues, participants had less than two hours to pinpoint locations and collect hurricane must-haves; including water jugs, shovels, flashlights and other supplies that every household should have on hand ahead of a storm.

The challenge tested not only participants’ local knowledge and navigation skills, but also their teamwork under time pressure; all while reinforcing practical lessons about what it takes to stay ready when a storm approaches.

Beyond the hunt itself, the event drew a lively crowd of families and supporters who turned out to enjoy a full day of festivities. Attendees took part in games, received free gifts, face painting, canvas painting, bounce houses and visited vendor booths; while enjoying fresh food off the grill throughout the afternoon.

“This event brought together the best of both worlds; a fun, high-energy competition and a meaningful reminder of how important it is for our community to be prepared,” Mr. Aaron Ballantyne, Community Preparedness Officer for Providenciales. “Seeing 15 teams fully engaged, racing to landmarks across the island while learning what belongs in a hurricane kit, was exactly the outcome we hoped for.”

DDME extends their sincere gratitude to the stakeholders that partnered with the event and generously donated their time, resources and efforts to make it a success: The Turks and Caicos Islands Red Cross, The Oseta Jolly Primary School, The Royal Turks and Caicos Islands Police Force, Do It Center (Building Materials), KB Homes, Digicel TCI, Frost Cay and Clint Grilling and Catering Services, along with all other vendors who were solicited.

The event’s success was also made possible by the private organizations and government departments that opened their locations to serve as scavenger hunt sites, allowing the hunt to unfold across the island; from Chalk Sound to Long Bay.

The quick thinking first place team consisted of; Neekimo King, Keturah Miller-Brown, Lashaunda Dickenson and Kebba Thomas who all walked away with exciting prizes.

Ms. Bernadya Smith, Public Information and Media Manager stated; “With hurricane season underway, this event, along with our recent Hurricane Expo held in Grand Turk and community pop-ups throughout the country, is a testament to DDME’s commitment to blending community engagement with year-round storm readiness. We look forward to making this event an annual staple that brings families together while keeping preparedness at the forefront of every community we serve.
