CIVIL LITIGATION DIVISION OF THE ATTORNEY GENERAL’S CHAMBERS HOSTS SUCCESSFUL EMPLOYMENT LAW TRAINING SEMINAR

Providenciales, Turks and Caicos Islands – Thursday, 3rd April 2025:The Civil Litigation Division of the Attorney General’s Chambers successfully hosted a dynamic two-day training seminar from March 31st to April 1st, 2025, at The Shore Club, Providenciales. The seminar attracted over 70 participants and focused on legal considerations relating to employment matters within the Public Service, Statutory Bodies, and Constitutional bodies across the Turks and Caicos Islands.                                                                                                                                                                                                                                                                The training was designed to be both informative and engaging. Presenters utilized short skits, video aids, and interactive sessions to highlight key issues and deliver practical takeaways. The sessions aimed to identify common legal pitfalls in employment-related matters, based on matters arising before the Attorney General’s Chambers from across the public service and wider public sector, and provided actionable recommendations to mitigate legal risks. The training covered a wide range of topics including legal considerations for onboarding, probationary periods, considerations for extension for employment contracts, and termination based on the legal requirements in the Constitution, Public Service Act, Employment Act and other relevant Acts governing statutory bodies and Constitutional bodies as well as best practice based on the common law cases.                                                                                                                                                              Presentations were facilitated by three members of the Civil Litigation team: Principal Crown Counsel Clemar Hippolyte, Senior Crown Counsel Khadija MacFarlane, and Crown Counsel Tamika Simms Williams, each of whom brought their extensive litigation experience and deep understanding of employment law to the forum.                                                                                                                                                                                                                                                    Commenting on the seminar, one attendee noted, “This training was invaluable. It didn’t just clarify complex legal issues, but it also equipped us with the tools to manage employment-related matters more effectively and in accordance with the law. My only comment would be that it should have been delivered over three or four days to allow for more in-depth analysis.”

The Honourable Attorney General, Rhondalee Braithwaite-Knowles OBE KC, expressed her pride in the Civil Litigation Division, stating, “I am immensely proud of the team for the high standard of coordination and professionalism displayed. The use of interactive technology and creative presentation techniques reflects the kind of innovation and collaboration that strengthens our public legal service.”

Special thanks are extended to the Director of the Training & Development Directorate, Sherrill Poitier, CPTD, and Training Manager, Latoya Morris-Fenton, within the Office of the Deputy Governor, for their invaluable input and continued support in delivering the presentations in a user-friendly and dynamic manner. Their partnership played a crucial role in ensuring the success of this and other developmental initiatives across the public sector.

Government Outlines New Healthcare Vision as Interhealth Exit Accelerates Reform

PROVIDENCIALES, Turks and Caicos Islands — The Turks and Caicos Islands Government says the breakdown of its relationship with InterHealth Canada presents an opportunity to reshape healthcare delivery, with plans to expand local medical services, strengthen primary care and reduce dependence on overseas treatment.

During a national briefing following InterHealth Canada’s notice terminating its hospital contract, Premier Charles Washington Misick acknowledged publicly for the first time that Government and InterHealth had been negotiating an exit from the arrangement for more than a year after what he described as an “irretrievably broken down” relationship.

Despite the contractual dispute, Misick and Health Minister Kyle Knowles stressed that healthcare services will continue uninterrupted during the transition.

“Allow us to do our job,” Knowles appealed, assuring residents that Government is actively managing the transition and safeguarding patient care.

The Premier outlined what amounts to a broader healthcare transformation built around four connected levels of care: strengthened community-based primary healthcare; expanded polyclinic services; enhanced hospital-based secondary care with greater specialist capacity; and overseas tertiary treatment only for cases that cannot be managed locally.

Among the proposals are the long-discussed establishment of intensive care units, expanded use of currently unfinished hospital space, recruitment of more resident specialist physicians and stronger contract management to oversee future healthcare agreements.

Knowles said the new polyclinic model will broaden services available outside the hospitals, including dentistry, ophthalmology, laboratory services, diagnostic imaging, gynaecology and preventative screening, helping to reduce pressure on emergency departments while improving early intervention.

Misick also acknowledged that while the hospital system significantly improved healthcare access after opening in 2010, Government believes further reform is necessary to improve affordability, sustainability and the range of services available within the Turks and Caicos Islands.

The briefing marked the Government’s most comprehensive explanation to date of its plans beyond the InterHealth contract, signalling that officials now see the transition as an opportunity to redesign healthcare delivery rather than simply replace one operator with another.
