US TO DEEPEN DIALOGUE WITH JAMAICA ON CUBAN MEDICAL PROGRAM

Kingston, Jamaica, March 26, 2025 – United States (US) Secretary of State, Hon. Marco Rubio, has pledged to participate in further discussions with the Jamaican Government to better understand its engagement of doctors under the Cuban Medical Cooperation Programme.

Mr. Rubio has also acknowledged that Jamaica may not be among nations deemed to be exploiting Cuban labour.

He was speaking during a joint press conference that followed bilateral talks with Prime Minister, Dr. the Most Hon. Andrew Holness, at the Office of the Prime Minister on Wednesday (March 26).

Responding to questions regarding the Programme, which Jamaica has heavily relied on for more than five decades, Secretary Rubio sought to clarify that the US does not have an issue with the Cuban medical programme, but rather with forced labour.

While specifying that he was not speaking about how Jamaica’s programme operates, the Secretary of State indicated that in other parts of the world, Cuban doctors are reportedly not paid directly, but have their compensation sent to the Cuban Government, which then decides how much they will receive.

He alleged that in some cases, the passports of professionals are taken and they are coerced into participating in forced labour.

“There are places that have better labour standards [and] perhaps Jamaica is one of those, and that’s fine. Every country operates their programme differently and, obviously, because of our relationship with Jamaica, we’re going to engage with them on that and talk about it further and have a better understanding. Perhaps none of this applies in the way it’s handled here,” Secretary Rubio stated.

He maintained, however, that the US Government cannot be supportive of trafficking and forced labour.

Meanwhile, Prime Minister Holness, in responding to questions regarding the Programme, emphasised that the Cuban doctors in Jamaica have been incredibly helpful in assisting to fill deficits created by local health personnel exiting the system, noting that many have migrated to other countries.                                                                                                                                                                                                                             “We are, however, very careful not to exploit the Cuban doctors who are here. We ensure that they are treated within our labour laws and benefit like any other worker. So any characterisation of the programme by others, certainly would not be applicable to Jamaica,” he assured.                                                                                                                                                      Prime Minister Holness added that the Government is ensuring that Jamaica’s programme complies with all international laws and standards that the nation is party to.

Minister of Health and Wellness, Dr the Hon. Christopher Tufton, in his remarks, reiterated the Prime Minister’s stance that the Cuban Medical Programme has been beneficial to Jamaica.

He noted that the nation has benefited from hundreds of Cuban professionals providing valuable service in the healthcare sector over many decades.

“We have also said that, in terms of our treatment of Cubans who come here, it has been no different from our treatment of our locals, except for any additional support… [such as] transportation, logistics, housing and so on, which we would provide for any expatriate that would come here and work in the government space,” he explained.

Dr. Tufton advised that the Government is currently renegotiating the Memorandum of Understanding (MOU) governing the Programme.

“So there is a conversation that is taking place, looking at the existing MOU, looking at the possibilities for change. There’s an opportunity, given the recent discussions coming out of the US re the programme, for us to clarify issues and, maybe, adjust elements of the agreement. That conversation is now taking place,” he informed.

While advising that no changes will be made to the programme at this time, Dr. Tufton said conversations will continue regarding the new MOU.

He added that the contracts of several Cuban healthcare professionals now in the island ended recently, so they will be heading home.

However, Dr. Tufton said a new batch of medical professionals will be heading to Jamaica to replace the outgoing personnel.

The joint venture will be governed by a board under the shared leadership of Stewart and Liberty. Stewart will maintain a leadership role in guiding the company’s long-term strategic growth as Executive Chairman of Sandals and Beaches Resorts. Existing reservations, loyalty programs, resort operations and cruise operations will continue as usual, with the partnership bringing additional resources to support future opportunities.

Under the terms of the agreement, Royal Caribbean Group will acquire a 50% equity interest in Sandals and Beaches Resorts for approximately $3 billion, representing a forward EBITDA multiple of approximately 10x.  Royal Caribbean Group has secured committed debt financing from Morgan Stanley to fund the investment.  The transaction is expected to close in early 2027, subject to customary approvals and closing conditions, and is expected to be accretive to earnings next year.

BofA Securities and PJT Partners acted as financial advisors, and Latham & Watkins and Jones Day acted as legal advisors to the Sandals Group. Perella Weinberg Partners and Morgan Stanley acted as financial advisors and Kirkland & Ellis LLP acted as legal advisor to Royal Caribbean Group.

Royal Caribbean Signs US$3-Billion Deal for Half of Sandals and Beaches

The Caribbean tourism deal first reported as a possibility on Tuesday is now a signed agreement. Royal Caribbean Group plans to pay approximately US$3 billion for a 50% stake in Sandals and Beaches Resorts, putting the value of the business at about US$6 billion. The purchase is expected to close in early 2027, subject to approvals.

Founded in Jamaica by the late Gordon “Butch” Stewart in 1981, the resort business has a presence across nine Caribbean destinations, including Jamaica, The Bahamas and Turks and Caicos. Sandals has described its workforce as nearly 20,000 people, most of them Caribbean nationals.

“My father, Gordon ‘Butch’ Stewart, founded Sandals Resorts with the belief that a company built in the Caribbean could stand on the world stage alongside the most respected names in hospitality,” said Adam Stewart in the announcement carried by PR Newswire. He will remain executive chairman, while the Stewart family retains a stake. The companies say existing reservations and resort operations will continue as usual.

Pres Ali declares three days of national mourning following MV Barima tragedy July 21, 2026

His Excellency Dr Mohamed Irfaan Ali has declared three days of national mourning following the tragic loss of lives in the M.V. Barima incident, as the nation continues to grieve alongside the families and communities affected.

The period of national mourning will be observed from Wednesday, July 22, through Friday, July 24, 2026, in honour of the victims of the tragedy. During this time, the National Flag will be flown at half-mast on all Government buildings and other appropriate locations across the country.

As part of the observances, Wednesday, July 22, has been designated a National Day of Prayer. A National Day of Prayer and Remembrance will be held at the Kingston Seawall in Georgetown, bringing together citizens in solidarity to honour the lives lost and offer support to grieving families.

The programme of remembrance will continue with a Night of Reflection and Prayer in Port Kaituma on Thursday, July 23, followed by another observance in Mabaruma on Friday, July 24.

The government is also encouraging religious organisations, civic groups and citizens throughout Guyana to organise candlelight vigils and moments of prayer during the three days as the nation collectively reflects on the tragedy and pays tribute to the victims. The declaration of national mourning underscores the government’s commitment to standing with the bereaved families and affected communities as Guyana mourns one of the country’s most heartbreaking maritime tragedies.
