First Registered Sex Offender for TCI is popular Bishop

#TurksandCaicos, March 3, 2022 – Bishop Clarence Williams was on Thursday sentenced by judge Tanya Lobbin-Jackson and will be the first person to be registered as a convicted sex offender in the TCI under the new sexual harm prevention order.

The former Church of God of Prophecy, overseer who’s in his 70s was given a two-year suspended sentence after being convicted of a sex crime in December 2021.

An 18-month custodial sentence will remain off the table as long as Mr Williams complies with the requirements of the law, which says he is not allowed to fraternise with any male under the age of 18 who is considered vulnerable unless parents are aware of his conviction.

His contact is limited whether in-person or online.

He is also prohibited from having any job in a voluntary or recreational organization. It is unclear if this includes the church.

The Turks and Caicos Islands law requires that Williams, also a retired CPA, report to the Grace Bay Police Station to register himself with all government-issued IDs and inform of any changes to any of those documents.

If travelling, the police must now first be notified and these legislated practices for any offender making the infamous list, are required for 10 years.

Breach of the law could result in a fine of $10,000 or between six months and five years in prison.
