TCI: Premier Signs OCT Declaration on Ocean

Sharlene Cartwright-Robinson signed a Declaration on Ocean during the Overseas Countries and Territories (OCT) Association’s Conference on Oceans held in Brussels, Belgium on the 16 – 17 October 2019. Turks and Caicos Islands made representation at the Conference with the ceremonial signing of the OCT Declaration on Ocean as part of the two-day event.

The Overseas Countries and Territories associated with the European Union are largely oceanic territories. Their existence and their survival are inseparably linked to Oceans for food, livelihoods, water, oxygen, climate, socio-economic growth, culture and tourism. The Turks and Caicos Islands depends very heavily on Oceans for similar reasons; sourcing food, jobs for locals and largely as an attraction to millions of visitors to the Islands per year. To ensure that TCI’s Oceans are protected, maintained and ensure the collection of data to assist with sustainability research and conservation efforts, the Declaration was signed.

The OCT Declaration on Ocean which aims to promote sustainable natural resources, conservation of biodiversity and management of oceans was developed with four (4) main objectives: –

1)      To conserve and sustainably use the environmental value of Oceans

2)      Foster the economic value of Oceans and support a sustainable Blue Economy

3)      Stimulate the social value of Oceans

4)      Develop regional, European, global and inter-OCTs collaboration, with the support of Member-States having a link with OCTs to:

a)       take a harmonised regional and territorial approach to improve the maritime monitoring (illegal fishing, pollutants, etc) using common protocols and shared technology while recognising the differences between the OCT’s marine areas;

b)      Cooperate between OCTs in marine research and innovation;

c)       Promte human and institutional capacity to advance ocean governance and management by OCTs;

d)      Capitalise effors by a coordinated involvement in international fora and act as embassador for Oceans; 

e)      Optimise the use of available EU funding, with a particular view on new opportunities that will be available in the EU programme post 2020 which are of interest of Oceans and OCTs;

f)        Keep abreast with European policy developments when appropriate, with a view of getting involved in future initiatives for Oceans.

With growing human populations and activities, Oceans are suffering from pollution, overexploitation, coastal degradation and the effects of climate change. Warmer seas temperatues, increased intensity of storms, rising sea levels, loss of biodiversity, coral bleaching, ocean acidification and significant increased pollution by plastics are all major issues threathening the sustinability of our Oceans and can have an impact on human health.

The Turks and Caicos Islands increasingly moving toward a greener more environmentally conscious lifestyle, through its enacted Ban on single use plastics and the impending ban on the importation of polystyrenes along with noteworthy investment in research and data collection by TCIG to properly manage and govern the use of our marine environment and the protection of our coast lines has been a heavy focus for TCI Government.

The signing of this Declaration ensures that TCI remains compliant with international conservation standards and best pratices and that the country has access to the most recent data and technologies in the region that can inform and boost the sustainable use of our natural resources.

More than 15 OCTs signed the OCT Declaration on Ocean, the Turks and Caicos Islands included. The Overseas Countries and Territories Association (OCTA) with the support of the European Commission, organised the Conference on Oceans chaired by Prime Minister of Curaçao, M. Rhuggenaath. Panellists included four Members of the European Parliament, representatives of several Directorates General of the European Commission, representatives of the Member States to which OCTs are associated and political delegations from 21 OCTs.

The OCTAssociation  is a non-profit organization operating out of Belgium and has 22 members – including inhabited OCTs and TAAF (French Southern and Atlantic Lands). Its highest decision-making authority is the Ministerial Conference which consists of the representatives (Political Heads of Government or delegates) of each member Government.

Graceway Communities Hosts Successful Earth Day Farmers Market and over 1.2 tons of litter removed from the Nation’s Capital

Providenciales, Turks and Caicos Islands – April 28, 2024– Graceway Communities, the charitable arm of Graceway Supermarkets, proudly hosted it’s fourth annual Earth Day Farmers Market, providing a platform for local farmers to showcase and sell their produce, fruit trees, and vegetables grown in their own backyards. The event, held in conjunction with various partners, aimed to promote sustainability, support local agriculture, and raise environmental awareness.

Collaborating with Environmental Arts, Sunshine Nursery, the Department of Agriculture, DECR, Fortis TCI, and TC Reef Fund, Graceway Communities saw the participation of farmers and community members from across the sister islands.

As part of the Earth Day festivities, Graceway Communities, in partnership with the Edward Gartland Youth Center displayed the first of three sculptures at IGA from April 19th to 23rd, captivating onlookers with its powerful message and artistic expression. The collaborative sculpture effort, led by youth from the Clement Howell Environmental Club, aimed to raise awareness about environmental issues, particularly the impact of plastic pollution on our planet.

In a bid to further commemorate Earth Day, Graceway Communities extended its efforts to Grand Turk, where a successful clean-up campaign was organized the following weekend. Six teams participated in the campaign, collectively collecting an impressive 2567.77 pounds equivalent to 1.2 tons of garbage from the environment. The New Testament Church of God emerged as the winners of the clean-up campaign, receiving a prize of three thousand dollars in recognition of their dedication and hard work.

Board Director of Graceway Communities Ms. Edith Cox commenting on the Earth Day festivities stated “Graceway Communities continue to make a positive impact on our local communities. Earth Day reminds us of our stewardship to protect and preserve our environment for future generations. The collaboration of our various stakeholders contributed to making this event an awesome success!

Commenting on the massive cleanup campaign the board chair stated “The Grand Turk Communities benefitted from a massive cleanup ridding their communities of more than 2,500 pounds of trash. Kudos to all who showed up to support their communities and their environment! The TCI can look forward to more environmentally friendly initiatives from Graceway Communities as we continue to make a difference in our communities!”.

Water restrictions extended, says Provo Water Company

Water restrictions for Providenciales customers will continue in May according to communication from Provo Water Company. The announcement came on May 1, a day after restrictions were supposed to end, and as the company continues projects to expand inflow.

“While diligently advancing these initiatives, the organization has determined that the nightly water restrictions remain necessary to ensure the replenishment of daily reserves as it strives to keep these projects on track,” said PWC in response to Magnetic Media questions on the scheduled end to the lock offs.

The May restrictions will not be every night rather they will be implemented on an as needed basis to safeguard those daily water reserves the company says. In the instance that they are implemented, restrictions will run from 11:00 p.m. to 5:30 a.m. a six-and-a-half hour cutoff rather than the initial 9:00 pm to 6:00 a.m.

“The company is actively pursuing multiple projects, including upgrades to the city water transmission main, the main city water line valves, and the Middle Booster Pump Station, alongside various other initiatives, to ensure long-term solutions to the supply issues,” PWC promised in the press release as they apologized for the extension.

The ongoing transmission main project is the closest to completion and should have been wrapped up in May, instead, that has been pushed to mid-June according to the company.

The water restrictions were initially announced in March, to be end in April because of increased demand outstripping the supply at the Suzy Turn reservoir. Credited for the increased demand is the large numbers of tourists and increasing residents that are entering the Turks and Caicos pressuring a system not made for the number of individuals now relying on it.

In June as PWC expects to complete the transmission main project, a record number of monthly air travelers will be heading to Providenciales; almost 80,000 according to the Ministry of Tourism highlighting the urgency of the upgrades.

On Monday, PDM to reveal its General Election slate

Over a year after opening its doors for candidate applications, the People’s Democratic Movement is ready to reveal the 10 individuals who will contest the electoral districts in the 2025 general elections.

Ezra Taylor communicated with the media on April 30th following reports that several candidates had received confirmation letters in the weeks prior.

“After an extensive exercise conducted by the People’s Democratic Movement, we are pleased to announce to the people of the Turks and Caicos Islands that an official launch of our ten district candidates will take place on May 6, 2024, at 11:00 am,” Taylor indicated.

The team is being kept under wraps until the reveal date but at least one candidate is certain as the team will be: “Under the strong, caring, and trusted leadership of the Hon. Edwin Astwood assisted by a dynamic group of candidates, who together, will forge a future where Turks and Caicos Islanders will feel safe, prosper and fulfill their potential,” Taylor said, indicating that Astwood would reprise his role as Opposition Leader, and likely as candidate for Grand Turk South and Salt Cay based on his own comments.

Astwood was the only PDM candidate to hold onto a seat in the last election, an overwhelmingly yellow victory for the PNP.

In the selection of their five all island candidates which have already been revealed, the PDM placed trust in quite a few of the candidates from that failed election bid, including Karen Malcolm, Robert Been, Ralph Higgs, and Sean Astwood. It remains to be seen whether voters are ready to embrace again, the PDM as the government of the islands.

Edwin Astwood has however stressed that it was the vote of the people that decided who got a spot in the all-island lineup. The opposition leader indicated that surveys had been carried out with over 1,000 respondents indicating who they wanted to run.

“We don’t know how things happened in the past with other parties but we wanted you the people to make the decision and whatever decision you made we were going to live with it. You made this decision for me and I thank you,” he had said to the public.

The PDM has not confirmed whether that was the deciding factor in the second round of candidates as well.

However National Chairman Taylor is confident in their selections maintaining that:

“During this crucial time in our country, Turks and Caicos Islanders need a people-centered government that will address the needs of our country, and lead our country with a sense of purpose. The People’s Democratic Movement is ready, willing and able.”
