Five Final Bidders for Howard Hamilton International Airport Redevelopment

#TurksandCaicos, June 8, 2024 – The Turks and Caicos Islands Government, through the Turks and Caicos Islands Airports Authority (TCIAA), has reached a significant milestone in the redevelopment of Howard Hamilton International Airport (HHIA). On Thursday, May 30, 2024, the Government’s Procurement Board released the Invitation to Tender (ITT) to a shortlist of five applicants, marking the next and final bidding phase in this transformative project.

The shortlisted bidders invited to submit their final proposals are:

  1. Manchester Airports Holdings Limited, Winward Management Ltd., and BHM Construction International (UK) Ltd.
  2. Ferrovial Airports International SE, and Projetech Construction Management and Services Ltd.

  3. Aecon International Construction Services Inc., Olympic Construction Ltd., and VINCI Airports SAS.
  4. Regis Holdings S.A., HAB Limited, daa International Limited, and Bouygues Batiment International.
  5. Grupo Aeroportuario del Pacifico S.A.B. de C.V., and John Redmond Associates Ltd.

These bidders are tasked with submitting comprehensive legal, technical, and financial proposals for the redevelopment of HHIA through a Public-Private Partnership (PPP) agreement. The successful bidder will be responsible for designing, building, financing, operating, and maintaining the airport. Key elements of the redevelopment include the construction of a parallel taxiway and a new state-of-the-art passenger terminal to accommodate a projected growth of approximately 2.5 million passengers.

Arlington Musgrove, Minister of Border Control and Airports, commended this progress, noting, “The HHIA redevelopment project is a priority for the Turks and Caicos Islands Government, aligning with its objective to develop resilient and sustainable infrastructure while fostering new opportunities for inclusive economic and social growth.”

This process began with the issuance of an invitation for prequalification by the TCIAA on August 15, 2023, which attracted eight prequalification applications. The selection of the preferred bidder will be based on a comprehensive evaluation of tender submissions, focusing on technical proposals, financial considerations, and adherence to project requirements.

Musgrove highlighted the investment opportunity the project offers to the people of the Turks and Caicos Islands: “The TCIAA is hard at work in establishing a project-specific investment fund, through which ordinary Turks and Caicos Islanders will have the chance to invest in the project and benefit from dividends over its successful lifetime. I look forward to more intricate details about this investment opportunity being released very soon.”

The procurement project is advancing on an aggressive timeline, with the goal of identifying a preferred partner for the airport’s redevelopment by the last quarter of 2024. In the meantime, the TCIAA is also proposing an organizational restructuring to include the creation of a PPP Performance and Contract Monitoring Unit. This unit will manage the relationship with the preferred partner, monitor their performance, ensure compliance with technical,
