Kenneth Graham selected as director of NOAA’s National Hurricane Center
#UnitedStates, March 23, 2018 – Miami, FL – NOAA has selected Kenneth Graham to serve as the next director of NOAA’s National Hurricane Center in Miami, as preparations continue ahead of the 2018 hurricane season, which begins on June 1. He will assume this new role on April 1.
“The forecasts in last hurricane season were 25 percent more accurate than average, and with new satellites and other measures they are undertaking, we are very hopeful to keep improving the timeliness and accuracy of our forecasts,” said Secretary of Commerce Wilbur Ross. “Ken will be a great leader of the Department’s efforts in this regard.”
“Ken will undoubtedly build on the center’s history of improving forecasts while serving as a vital link to effectively communicate that information to the public and core partners in the emergency management community,” said Neil Jacobs, Ph.D., assistant secretary of commerce for environmental observation and prediction, who today spoke of Graham’s selection at the National Emergency Management Association forum.
Graham assumes the role of director after serving as the meteorologist-in-charge of the National Weather Service’s New Orleans/Baton Rouge office since 2008. He notably established two command centers in the wake of the Deepwater Horizon oil spill in 2010 that provided forecasts to help authorities make critical decisions in the five months following the spill. Graham also led the effort to support decision-makers in Louisiana and Mississippi with services focused on expected impacts for hurricanes Gustav, Ike, Isaac, and during the historic 2017 season.
Prior to leading the New Orleans/Baton Rouge forecast office, Graham served as the systems operations division chief at National Weather Service Southern Region headquarters in Fort Worth, Texas, where he led Hurricane Katrina recovery efforts. He also served as the meteorological service chief at NWS headquarters in Silver Spring, Maryland, and was the meteorologist-in-charge at the local forecast offices in Birmingham, Alabama, and Corpus Christi, Texas.
Graham has vast experience working with emergency managers prior to and during a wide variety of weather threats and spent time deployed with officials at emergency operations centers. His career with NOAA began in 1994, after working as a broadcast meteorologist at WCBI-TV in Mississippi. Graham earned a bachelor’s degree in atmospheric science from the University of Arizona and holds a master’s degree in geoscience from Mississippi State University.
“Ken’s long history of providing dependable impact-based decision support services will greatly serve the nation, as he leads the National Hurricane Center,” said Louis Uccellini, Ph.D., director of NOAA’s National Weather Service. “He has earned an excellent reputation among his colleagues and across the vast external partnerships he has created and nurtured over the years, which will ensure his continued success in his new, high-profile position.”

Graham fills the role left vacant by the departure of Rick Knabb, Ph.D., in May 2017. Ed Rappaport, Ph.D., has served as the acting director of the National Hurricane Center since that time and will resume his duties as the center’s deputy director.
“I cannot thank Ed enough for his steady leadership and expertise, not only through last year’s relentless hurricane season but also for his ongoing service that spans more than three decades,” added Jacobs.
Within the U.S. Department of Commerce, the National Hurricane Center is a division of NOAA and the National Weather Service’s National Centers for Environmental Prediction. The Center’s mission is to save lives, mitigate property loss, and improve economic efficiency by issuing the best watches, warnings, forecasts, and analyses of hazardous tropical weather and by increasing understanding of these hazards, enabling communities to be safe from tropical weather threats. The National Hurricane Center is co-located with the National Weather Service Miami-South Florida forecast office on the campus of Florida International University.
Providenciales, Turks and Caicos Islands – Wednesday, 25 February 2026: Staff of the Department of Disaster Management and Emergencies (DDME) participated in a one‑day Professional Staff Development Workshop on Thursday, 19th February 2026. The session was facilitated by former DDME Director (2011–2021) and current Permanent Secretary of the Governor’s Office, Dr. Virginia Clerveaux.
The in-house workshop was organised by the DDME Training Unit, to focus on the National Disaster Management Framework, strengthening staff understanding of their roles and responsibilities within disaster management. The session also aimed to enhance the effectiveness of the National Emergency Operations Centre (NEOC) and reinforce inter‑agency coordination.
Drawing on her extensive experience in disaster management in the Turks and Caicos Islands, as well as several deployments to CDEMA member states including Haiti, The Bahamas, and Jamaica, Dr. Clerveaux provided practical insights that reinforced key concepts and clarified operational expectations. Staff members actively participated in discussions and shared recommendations to improve sub‑committee performance and overall departmental efficiency.
To support learning retention, the workshop incorporated pre‑ and post‑assessments, enabling participants to evaluate their understanding and track improvements.
Acting Director of DDME, Mr. Kevaun Lucas stated: “Investing in the continued development of our team is essential to strengthening national resilience. This and future planned workshops will help to reinforce our commitment to building a highly skilled, well‑coordinated workforce capable of leading and supporting disaster management efforts across the Turks and Caicos Islands. I am proud of the team’s engagement and encouraged by the meaningful contributions they made throughout the session.”
This Professional Staff Development Workshop forms part of DDME’s ongoing commitment to enhancing internal capacity, strengthening operational coordination and improving overall departmental synergy as the agency continues to advance national preparedness and response capabilities.

Liberty Caribbean Supports Regional Forum on AI, Cyber Resilience and Digital Inclusion

Low broadband penetration in the Caribbean contributes to diminished opportunities for individuals, communities, and local economies, but with the support of funding partners, this gap can be addressed through a comprehensive programme – JUMP – that focuses on providing access, devices, and digital skills.

Providenciales, Turks and Caicos Islands, 20 February 2026 — The Informal Settlements Unit (ISU), in collaboration with key
government agencies, coordinated a multi-agency enforcement exercise on Thursday, February 5, 2026, at Block and Parcel 60609/33 in the Five Cays area.
The exercise was led by the Crown Land Unit, pursuant to its statutory mandate under the Crown Land Ordinance to prevent squatting and encroachment on Crown land. The ISU coordinated the operation, with support provided by the Planning Department and the Turks and Caicos Islands Border Force, while the Royal Turks and Caicos Islands Police Force ensured security throughout the activity.
The enforcement action followed a series of inspections conducted by the Crown Land Unit throughout Five Cays, which identified several illegally constructed buildings made of concrete and timber on sections of the subject parcel. In keeping with the provisions of the Crown Land Ordinance, occupied structures were served Letters of Illegal Occupation, delivered by hand to occupants and
posted on structures where individuals were absent. Incomplete and unoccupied structures were served Notices of Unauthorized Occupation pursuant to section 22 of the Ordinance. A total of ten (10) Letters of Illegal Occupation and three (3) Notices of Unauthorized Occupation were issued during the exercise.
The Informal Settlements Unit reiterates that these coordinated enforcement exercises form part of the Government’s ongoing efforts to uphold the law, protect Crown land, and manage informal settlements in a structured and lawful manner. Members of the public are reminded that unauthorised occupation and development on Crown land is unlawful and subject to enforcement action.
