PROVIDENCIALES, TCI — A manhunt is intensifying for Andral Perceval, a Haitian national described by Police Commissioner Fitz Bailey as “brutal,” “dangerous,” and “linked to multiple murders, kidnappings, and sexual assaults.” The suspected fugitive is believed to have set a fire that displaced over 100 people in Blue Hills and murdered two brothers — reportedly the siblings of a woman he had been abusing.
Perceval, who entered the Turks and Caicos illegally, has been on the run since December 2023 when police first named him as a person of interest. Despite his extensive criminal profile, police had not issued updated wanted posters or public alerts for 19 months.
That changed on July 21; two bodies were recovered from a Blue Hills home. Police believe Perceval kidnapped, bound, and killed the brothers in a revenge attack after they intervened to protect their sister from his abuse.
Commissioner Bailey, during a late-night press conference, confirmed that Perceval and an accomplice — believed to be a Jamaican man — deliberately set fires to distract law enforcement as officers, with aerial surveillance support from U.S. partners, closed in.
“These cowardly acts were committed to hinder our operation,” Bailey said. “We categorically deny any police involvement in setting those fires.”
He vowed justice would be served: “This man has caused so much pain, so much suffering. His days are numbered.”
The crimes have stunned the nation. Operation Dragon — a multi-agency law enforcement effort — had just intensified its presence in the area with raids, arrests, and the seizure of weapons and drugs. But Perceval managed to escape yet again.
As the community mourns and rebuilds, the police call for public vigilance. “Assisting a fugitive is a crime,” Bailey warned. “We will pursue every lead.”
A nation watches, waits, and prays that this manhunt ends in capture — and that the violence haunting Blue Hills is finally extinguished.
