Cabinet gets Significant Updates from Energy & Utilities Department

Post Cabinet Statement – July 23, 2025

Acting Governor Her Excellency Anya Williams chaired the 16th Meeting of the Cabinet on Wednesday July 23, 2025 at the Office of the Premier on the island of Providenciales.

All members were present with the exception of the Minister of Education, Youth, Sports and Culture Hon. Rachel Taylor, Minister of Health and Human Services Hon. Kyle Knowles and Minister of Home Affairs Hon. Shaun Malcolm.

At this meeting, Cabinet:

  • Noted an information paper on the 49th Meeting of the Conference of Heads of Government of the Caribbean Community CARICOM
  • Approved the TCI in the person of the Hon. Attorney General Rhondalee Braithwaite Knowles OBE KC assuming the role of Deputy Chair of the Caribbean Financial Action Task Force and thereafter Chair the following year
  • Noted a Contract Award for PN 005823, Single Source Procurement National Identification System
  • Reimbursable Advisory Services for National ID Project
  • Approved Planning Application PR18415 for the construction of a temporary facility for onsite office, workshop, housing and dockage on parcel 60721/107 by the TCI Regiment
  • Approved Planning Application NC 1287 for the construction of a timber frame structure for a plant nursery and shed on block and parcel 50305/74 by the DECR
  • Received an update from the Energy and Utilities Commissioner on a number of important matters related to the energy and utilities sector
  • Received an update on the continued work on the Renewable Energy Bill
  • Approved the commencement of formal engagements led by the Energy and Utilities Department and its consultants with Provo Water Company (PWC) and Turks and Caicos Water Company (TCWC) for the preparation of a third variation to their respective Instruments of Appointment (IOAs) for subsequent submission to Cabinet for approval.
  • Received a presentation on the Draft Government Policy Position Statement on Affordability as a Priority for Calculating the Cost of Capital for cost of service monopolies in the TCI and agreed for it to return to Cabinet for further discussion before being subject to public consultation

Approved the appointment of the following persons to the Electricity Board for a period of one year effective July 31, 2025:

  • Gurvan Stephens – Member
  • Menelik Astwood – Member
  • Secretary – Lareesa Robinson
    Director of Planning – Ex officio
  • Energy and Utilities Commissioner – Ex officio
  • Permanent Secretary (MITE) – Ex officio
