Providenciales, Turks and Caicos – May 21, 2025 – Turks and Caicos Islands Minister of Physical Planning and Infrastructure Development, Hon. Arlington Musgrove, on Wednesday delivered a detailed breakdown of his Ministry’s substantial fiscal plan, revealing over $132.7 million in combined departmental and authority expenditures during the National Budget Debate in the House of Assembly. Addressing Parliament, Minister Musgrove emphasized the significance of laying a “solid foundation” for national development, with his Ministry expected to generate $16.5 million in revenue while managing $66.6 million in departmental expenditure—$35.2 million in operational expenses (OpEx) and $31.4 million in capital projects (CapEx).
Of the CapEx allocation, $8.3 million will fund new projects, while the remainder supports ongoing or reappropriated initiatives. In addition to the Ministry’s direct budget, Musgrove highlighted financial projections for key infrastructure agencies, including $70.5 million in revenue and $55.3 million in expenditure for the Airports Authority, and $14 million in revenue against $10.7 million in expenditure for the Ports Authority.
“This gives the Ministry responsibility for an expenditure portfolio estimated at more than $132.7 million. Big money whine, I say,” Musgrove quipped.
The Minister underlined the government’s focus on capacity building, technical support, and sustainable development, with allocations for training and consultancy services to ensure the civil service remains equipped to manage TCI’s growing infrastructure.
From a departmental standpoint, significant funds have been earmarked: $22 million for Public Works, $17.4 million for Policy Planning and Technical Support, $12.5 million for Estate Management, and several million more distributed among divisions such as Mechanical Services, Project Management, and Housing and Community Renewal.
Major projects announced include $6.9 million for new road works across all islands, $2.1 million to continue community road refurbishment, and specific provisions for Kewtown, Wheeland, and Leeward. Sidewalk development in Chalk Sound and road upgrades along the spine road and causeway will also be supported.
The South Dock Port Redevelopment continues with a $12.7 million injection. Community-focused investments include $1.5 million each for sports complex upgrades in Providenciales and community centers in North Caicos and The Bight. Additional funding will support recreational projects in Wheeland and signage installations in Blue Hills.
In Grand Turk, half a million is designated for continued infrastructure works. Water infrastructure improvements valued at $1.2 million will reach Long Bay Hills, Wheeland, and Highland Estates, with future expansions planned.
Not forgetting South Caicos, Musgrove confirmed $1.5 million for the Conch Ground enhancement and $1 million for a housing restoration project.
“This budget is a carefully balanced plan designed to ensure that every dollar spent maximises benefit and promotes sustainable growth for these beautiful by nature islands,” the Minister concluded.
