Joseph Higgs Appointed as Development Control Officer Within The Ministry of Physical Planning and Infrastructure Development

Providenciales, Turks and Caicos Islands, 5th March 2025 The Office of the Deputy Governor is delighted to announce the appointment of Mr. Joseph Higgs as a Development Control Officer in the Department of Planning and Physical Development within the Ministry of Physical Planning and Infrastructure Development.

Mr. Higgs holds an Associate’s Degree with Honors in Computer Drafting and Architectural Design from ITT Tech in Fort Lauderdale, FL. He is currently pursuing a Bachelor’s Degree in Project Management through the University of Salford, UK, via online studies, further enhancing his expertise in the field.

In terms of experience, Mr. Higgs formerly worked within the Planning Unit at the Grand Bahama Port Authority, where he was responsible for conducting daily site inspections alongside his supervisor. His duties included overseeing plumbing, electrical, and structural inspections from project inception to completion and reviewing architectural plans for approvals. With a solid foundation in construction gained through several years of hands-on experience, he has worked on various residential and commercial projects within the Turks and Caicos Islands. Notably, his first project management role was overseeing the construction of the L Raye cinema complex on Leeward Highway in TCI.

Most recently, Mr. Higgs was employed by a local utility company, initially as a Plant Operator and later transitioning to the role of Transmission Distribution Planner. In this position, he conducted daily site electrical inspections and drafted Transmission & Distribution plans, demonstrating his diverse engineering and project management skill set.

On his appointment, Mr. Higgs stated, “I would like to thank God for this opportunity afforded to me in this new role within the Turks and Caicos Islands Government. My favourite scripture, and one that I always quote, is Romans 8:28: ‘And we know that in all things God works for the good of those who love him, who have been called according to his purpose.’ Transitioning from the private sector to public service has so far been a great and rewarding experience. I’ve always had a passion for construction and architecture. With so much development happening in our country, I am humbled and excited to serve my country by embracing this new role. I am eager to be a part of it by providing my expertise and knowledge in areas that need improvement for the betterment of the Department and country. I want to thank the Deputy Governor, her team, and the Physical Planning Department for giving me this opportunity with the Turks & Caicos Government.”

Meanwhile, H.E. Anya Williams, Deputy Governor and Head of the Public Service, remarked, “We are thrilled to welcome Mr. Higgs to the Public Service. His addition will significantly and positively impact our infrastructure initiatives in the Turks and Caicos Islands through the bolstering of additional technical capacity in the Planning Department.
