Water Bill Write-Off for Residential and Commercial Customers in Grand Turk, Salt Cay, and South Caicos

Providenciales, Turks and Caicos Islands, 23rd December 2024 The Water Undertaking Department within the Ministry of Public Safety & Utilities wishes to advise customers of the write off water charges and penalties incurred by residential and commercial customers under the Water Undertaking (Grand Turk, Salt Cay, and South Caicos) Ordinance for the period up to 11th November, 2024.

This initiative, following a Motion presented on December 17, 2024, involves the write-off of $1,502,301.66, aligning with section 52 of the Public Financial Management (PFM) Ordinance 2012.

It should be noted that the following key actions will be undertaken:

  1. Engagement of KM Advisors LLC: A thorough review of the Water Undertaking Department and its service offerings will be conducted to identify systemic challenges and propose solutions.
  2. Customer Debt Relief: The $1,502,301.66 write-off will provide affected customers with a fresh start by clearing all outstanding bills and penalties.
  3. Technical Assessment: Provo Water Company has been engaged to carry out a technical assessment aimed at identifying and resolving any operational or infrastructure-related issues.
  4. Account Purging: The customer list will be updated to ensure accuracy by removing accounts of deceased individuals.

Temporary Moratorium on Water Bills

To support customers during this period of transition, a ninety (90)-day moratorium on the issuance of new water bills has been put in place. This moratorium will end on 17th March, 2025. The pause will allow time for the investigations and assessments to be completed and for any required adjustments to be implemented.

Guidelines for Deceased Account Holders

To facilitate the account purging process, customers must present to the Water Undertaking Department either of the following certified documents:

  • Death Certificate of the Deceased Account Holder; or
  • Letters of Administration from the Courts.

Opening New Accounts for Deceased Individuals

Customers are required to submit the necessary documentation for opening a new account within a 14-day period from the initial request.

Non-Compliance with Documentation Requirements

If a customer is unable or unwilling to provide the required documentation, the matter should be escalated to the Executive Management of this Ministry for further assessment. No services should be provided until the required documentation is received and verified.

Reconnection Fee Notice

The write-off pertains exclusively to billing fees and penalties. Customers should note that reconnection fees remain applicable and are not included in the amount written off.
