Specialised Training Enhances DTR’s Enforcement of Tourism Regulations Ordinance

Turks and Caicos, September 21, 2024 – The Department of Tourism Regulations recently took part in a specialised training session on the Tourism Regulations Ordinance from the Office of the Director of Public Prosecutions, represented by Senior Public Prosecutor Ms. Enjaleek Dickenson and Public Prosecutor Ms. Tassja Mitchell. The training provided a comprehensive overview of the offences outlined in the Ordinance, the legal elements of these offences, and the evidentiary requirements necessary to prove them. The session included guidance on the theoretical and practical aspects of presenting evidence in court.

This training was instrumental in equipping DTR members with the skills to draft key legal documents, such as information, complaints, and affidavits, and effectively utilise investigative tools outlined in the Ordinance. Additionally, a significant portion of the training focused on proposed amendments to the Ordinance, aimed at enhancing the Department’s ability to fulfil the purpose of the Ordinance as outlined in the legislation.

Director Avi Adams stated: This training is designed to equip our regulators with the skills to handle daily scenarios effectively. It will also enhance their understanding and application of the ordinance in real-world situations. We extend our gratitude to the team at the DPP’s office and Irene Butterfield from Sarai Law Enforcement Training Agency for their invaluable support. We look forward to future collaborations and refresher sessions to continue strengthening our team’s knowledge and expertise.”

Senior Public Prosecutor Ms. Enjaleek Dickenson stated: “We are pleased to offer guidance to this newly established department on implementing their ordinance. Given the recent introduction of this legislation, the members of the DTR must have a thorough understanding of its enforcement. This will ensure that individuals charged under the Ordinance are brought to court just and properly, enabling the ODPP to prosecute these cases, where appropriate, effectively.”

DTR’s Regulations specialist Sasha Arthur stated: “The DPP’s training was very fruitful and informative. It truly equipped the team with much-needed knowledge about enforcing our Ordinance. With this knowledge, the Department will fulfil its mandate to regulate the Turks and Caicos Islands tourism industry.”
