RESULTS FROM ASBESTOS REFURBISHMENT SURVEY SOUTH BASE BUILDINGS

Grand Turk, Turks and Caicos Islands, 21st August 2024 – In July 2024, the public was advised that testing for Asbestos Containing Materials (ACMs) was to be carried out on structures in the area known as South Base, Grand Turk.

The survey conducted from July 10 to July 15, 2024, was tasked with identifying the presence, location, and condition of reasonably accessible asbestos-containing materials as far as reasonably practical; and to produce a report to identify areas of confirmed and suspected asbestos and to indicate as to their location, condition and extent (approximate reasonable estimations and not precision measurements).

The results indicate that fifty-nine (59) of a total of one hundred and three (103) samples that were analysed, were found to be positive. Materials on the site that contain asbestos include bitumen, cement, flat sheets, felt, floor tiles, mastic/sealant, papers, and ropes.

The ACMs were assessed as falling within Risk Bands C & D with risk points not exceeding the number ‘10’.  The definitions of the bands are given below:

Risk Band C – (8 -12 Points) – Medium Risk Material – This category indicates the need for regular monitoring. Although the current risk of fibre release is low, this material may suffer deterioration through age/accident.

Risk Band D – (1-7 Points) – Low-Risk Material – This category is defined as having low priority but must have an annual inspection to ascertain any change in condition.

Consequentially, the Government will continue to restrict access to the identified structures and will implement protocols for the abatement and removal of the ACMs as recommended by the competent surveyors.

The public is advised to adhere to warnings erected in the South Base compound.  They are positioned to prevent accidental damage to the asbestos-containing material and to protect persons who frequent the area.

Funding for the abatement, removal, and disposal of ACMs on South Base was approved under the Grand Turk Enhancement and Sustainability Agency (GTESA), in the Turks and Caicos Islands Government’s Appropriations Bill 2024/2025. This project has been deemed a high priority.

Subsequent phases of the works will be published via a public tendering.
