Providenciales, Turks and Caicos Islands, 30th July 2024 – The Department of Tourism Regulations was fully engaged in enforcement training from July 16th to 19th, 2024, at the Department of Environmental and Coastal Resources. The training covered theoretical and practical applications of law enforcement strategies in case file preparation and giving evidence. Case studies and a mock court were incorporated for better engagement and practical application of the content.
The training was conducted by Irene Butterfield, a retired Assistant Superintendent of Police of the Royal Turks and Caicos Islands Police Force. During her time in the force, she was a certified trainer specializing in Casefile Management, Safeguarding, and Domestic Violence. Ms. Butterfield retired in January 2024 and now owns Sarai Law Enforcement Training Agency, which provides beneficial training for law enforcement agencies. With over 34 years of experience, Irene has contributed significantly to the personal development of police officers and possesses comprehensive knowledge of the laws, policies, and procedures of the Turks and Caicos Islands.
DTR staff, including Quality Assurance Officer Donessia Skippings, Regulations Specialist Sasha Arthur, and Controllers Claudenise Jean, Kevin Lightbourne, and Patral Henfield, joined other TCIG law enforcement agencies to learn about how they can follow standardized procedures.
Director Avi Adams praised the training, stating, “At the Department of Tourism Regulations, we are committed to building the capacity of our staff. Participating in this enforcement training equips my team to better face daily challenges. As the regulatory authority for tourism in the Turks and Caicos, this training aligns with our goals and TCIG objectives. By encouraging adherence to regulations and improving ourselves, we lead by example and create a path for others to follow. This is just the beginning as we embark on more casefile training with the DPPs office.”
According to trainer Irene Butterfield, “The training objectives were largely met, with participants demonstrating a solid understanding of the key concepts. The main strengths of the training were its relevance and practical orientation, and as the presenter, I enjoyed the diverse experience levels within the group that enhanced the learning experience and outcome.”
