Miquel Swann Appointed Permanent Secretary, Office of Deputy Governor

#TurksandCaicos, June 5, 2023 – The Office of Deputy Governor is pleased to announce the appointment of Mr. Miquel Swann to the post of Permanent Secretary within the Office of the Deputy Governor, effective 1 June 2023.

Mr. Swann holds a Bachelor’s Degree in Accounting from Newman University.  He is in his final semester of a Master’s in Business Administration (MBA) program at the University of Texas Permian Basin.  Mr. Swann is also in the process of becoming a Certified Associate in Project Management (CAPM), a course funded by the Strategic Planning and Policy Department (SPPD) to certify senior-level employees of TCIG as Project Managers.

Mr. Swann has 10+ years of experience in leadership roles in financial services, hospitality & tourism, and now the public sector.  He joined the civil service after serving as the Director of Guest Services at Grace Bay Club.  He brought with him a wealth of experience that demonstrated high levels of professionalism and keenness to deliver on significant objectives for the government.

During his tenure as Deputy Secretary in the Office of the Premier and Public Policy, Mr. Swann, in aid of the Premier, sat in Cabinet to take note of the decisions taken so that progress could be tracked and followed up by the Office of the Premier.  He accompanied the Premier to all Joint Ministerial Council (JMC) and CARICOM meetings and provided support at a senior technical level.

As the Deputy Secretary of the Office, his primary duties were the oversight and management of its finances and the lead on all human resource matters.  He successfully led various vital initiatives, including the hosting of the Caribbean Development Bank’s (CDB) Conference in June of 2021; the establishment of the Turks and Caicos Government Bahamas Office; co-lead in the establishment of a Communications Directorate along with frameworks and job descriptions; and the launch of the Turks and Caicos Diaspora Initiative to name a few.

Mr. Swann’s most recent assignment was a secondment to the Turks and Caicos Tourist Board from March to May 2023, where he served as the Interim Director to assist in the transition to the new Destination Management Organization.

Mr. Swann, in commenting on his appointment, stated:

“I am incredibly humbled and grateful for this opportunity to serve our country at this level.  I pay special homage to Mrs. Shonia Thomas-Been for her guidance, wisdom, and trust over the past 18 months by allowing me to lead the way I felt most comfortable while correcting me when necessary.  It’s a huge tribute to my growth and present elevation.

There is much work to be done, and I look forward to living what I talk about and being an example to bring other capable Turks and Caicos Islanders along with me to make TCIG the most desirable place of employment in our islands.”

Acting Governor and Head of the Public Service, Her Excellency Anya Williams, in extending congratulatory remarks to Mr. Swann, stated:

“My office has very ambitious objectives to be met, this and future financial years as we work to transform services across government, which Mr. Swann’s private sector customer service and project management skills will be an asset.
