#Providenciales, November 20, 2018 – Turks and Caicos – The Government has responded to a recent article from the Human Rights Commission discussing the failing efforts to rehabilitate offenders prior to their release back into our communities.

As a Constitutional Institution of good governance, it is the responsibility of the Human Rights Commission to challenge government to be better.  Simply put, it is the responsibility of every Human Rights Commission across the world to speak truth to power.

One of the responsibilities of the Human Rights Commission, as outlined in the organisation’s ordinance, is to review the conditions at detention centres, prisons and places of custody throughout the islands.

Human Rights Commission Ordinance 2014

Additional functions of the Commission

  1. (1) In addition to any other powers, duties and functions conferred on or assigned to it by section 101 of the Constitution, this Ordinance or any other law, the Commission shall—

(k) monitor the welfare of persons in prison, police detention and detention centres or immigration detention by regular visits to their places of detention or placement in accordance with procedures as prescribed by the law relating to the place of detention or placement and to make such recommendations as may be necessary for improving their conditions of detention or placement;

In acquitting this responsibility, the Commission has been criticised by the current government, with claims of exaggerations and untruths.

To this end, the Commission is hereby inviting the Minister along with other government representatives to attend a special site visit of the facility on Grand Turk to be completed as early as tomorrow, Tuesday 20th November.
