Serious Changes, PDM Calls for New Financial procedures for hiring, spending, budgeting

Providenciales, TCI, January 26, 2017 – There is certainly a new sheriff in town as today, the Cabinet minutes revealed that the Minister of Finance and her Cabinet are seeking to see a higher quality approach to Government Departments submitting their budgets, better action when it comes to completion of capital works projects, more government hiring where it has been requested and budgeted for and they want to see money approved to be spent to run the country, actually spent within the fiscal year.

The Government in a Cabinet meeting yesterday decided that the country needs an in year mechanism to gauge what is being expended from the budget, and what is not.  This comes after a financial information paper from the CFO revealed that there is a gross under spend by TCIG on budget approved projects, yet again.

Over $5 million dollars was reported unused in just one quarter of the new fiscal year which started last April.   Add to this, the notes from the meeting revealed that the PDM Cabinet called for,  “… a review of the recruitment process to address unfilled vacant positions in the public service… and called for the capital programme monitoring team to report back to Cabinet on progress.”

Departments of TCIG may want more and even need more, but the new Finance Minister, Premier, Sharlene Robinson and her team wants there to be more details and are sending official submissions back to the drawing board.

Cabinet minutes: “Cabinet called for all ministries, departments and agencies to resubmit more realistic budget bids including prioritising bids and identifying savings to help offset new funding requests. Cabinet will consider revised funding requests at its next meeting on February 1st, 2017.”
